Yes, we worry about the internal threat when there is no external threat to rally the people towards constructive cooperation. I do believe we’ve reached the current political climate in our country due to having no real external geopolitical challengers/threats for the last 30 years.

Good. $40 billion represents a desire to escalate the war. How is NATO going to deliver all that military equipment to make sure it's not wasted by Russian attacks as it travels to the eastern front, especially if true Russia rules the skies in Ukraine? I'd sooner it be wasted in America, but preferably put to good use.
What holdouts? As I understand it, Rand Paul used an amendment procedure to stall voting. I've only read a couple articles on it, but that squares with how I've understood senate rules.
