yeah sorry if i don't believe a criminal. FinCEN should not even acknowledge whether a SAR has been submitted by the bank.
If the leaker is a Fed Govt employee and what they are saying is true (about SAR's being deleted), they wouldn't be a criminal and would be protected under the Whistleblower Act.

At this point I don't think any conclusion can be drawn if there is a criminal act occurring or not. It could fall both ways.

One thing is for sure, the leak did have a lot of credibility as companies come forward and admitted to what was leaked which highly suggest at some point this leaker had access to view/obtain at least 1 of the 3 SAR's they are claiming was filed

He would have to be a Fed employee to have access to the database. Banks employees like me can only submit them. We don't have access to what other banks have submitted.
He may be protected but i still have a problem with the information he is giving out like the name of the bank and who he gave this information to.

Leaking to Avennati ain't whistle blowing.
The definition of external whistleblowing is

Externally, a whistleblower can bring allegations to light by contacting a third party outside of an accused organization such as the media, government, law enforcement, or those who are concerned.

You may be thinking of Internal Whistleblowing. There are two different types

Neither of those definitions matter, what matters is who is covered by the statute protecting whistleblowers, and that ain't leaking information to Stormy's lawyer.

The Whistleblower Protection Act of 1989, Pub.L. 101-12 as amended, is a United States federal law that protects federal whistleblowers who work for the government and report agency misconduct. A federal agency violates the Whistleblower Protection Act if agency authorities take (or threaten to take) retaliatory personnel action against any employee or applicant because of disclosure of information by that employee or applicant. Whistleblowers[1] may file complaints that they believe reasonably evidences a violation of a law, rule or regulation; gross mismanagement; gross waste of funds; an abuse of authority; or a substantial and specific danger to public health or safety.

BuzzFeed says they have obtained emails, text messages, congressional testimony, architectural renderings, and other documents that show that Michael Cohen and real estate executive Felix Sater tried to facilitate a deal in Russia to allow Trump to build a property in Moscow.

Cohen has claimed in the past this deal was dead prior to Jan 2016, however the documents obtained show a different story.

Felix Sater had worked closely with Trump for many years for his real estate side negotiating Trump deals around the globe and had an office in Trump Tower in NY. Felix Sater was also born in the Soviet Union and had worked for years as an undercover source for US Intel and the FBI per the documents had told Cohen he had connections to top Russian officials and Businessmen Arkady & Boris Rotenberg. These two brothers are childhood friends of Putin's who met as kids as they learned Judo together though the same Judo academy and have been considered to be members of Putin's "Shadow Cabinet"

The documents also show Felix Sater also had a Russian friend who introduced him to Andrey Molchanov who is a billionaire Russian politician who was the one who proposed of building Trump Moscow on property he owned in the city.

Felix Sater also used his relationship to a former Russian military intelligence officer and Russian spy of which he texted photographs of Cohen's US passport to so he could push through a Visa for Cohen to visit Russia. Sater on Dec 19th 2016 texted Cohen asking for photo copies of Trump's passport as well to get him a Visa to visit Russia. Cohen responded “After I return from Moscow with you with a specific date for him.”

In May 2016 6 weeks before the Republican Convention Sater reached out to Cohen to determine when Trump would be able to travel to Moscow with his POTUS campaign sched

He sent a text to Cohen saying
“I had a chat with Moscow. ASSUMING the trip does happen the question is before or after the convention,” “I said I believe, but don’t know for sure, that it’s probably after the convention. Obviously the pre-meeting trip (only you) can happen anytime you want but the 2 big guys were the question.”

Cohen responded saying

“MY trip before Cleveland. Trump once he becomes the nominee after the convention.”

The documents also show that Trump's company had signed a letter of intent for the project and that Cohen had reached out to Putin's spokesperson and personal aide Dmitry Peskov to move the deal along

The building planned for Trump World Tower Moscow was to be the tallest building in Europe at 100 stories tall, obelisk shaped and fully glass with a diamond shaped pinnacle with the words Trump across the diamond.

The documents show that Felix Sater tried several times to arrange a sit down between Trump and Putin regarding this project several different times

Last month the documents show that Sater spent several hours before the Senate Intelligence Committee answering questions about this project and show that he testified that Cohen was an intermediary for Trump and Moscow and that Cohen was eager to get the deal done to score points with Trump

Sater also testified that Trump would get regular but short updates about the process of the deal and said he knew Cohen had briefed Trump about the Moscow project 3 times before January 2016 but that they had continued to work on it well into June 2016

Text messages also show that all those involved communicated the need to keep the talks and negotiations a secret and they concluded on using a secure encrypted messaging app called "Dust" to do some of their communicating

The documents also show that Felix Sater brought Trump Jr. to Moscow 6 times in an 18 month period starting in 2008 and that text from Donald Jr thought Russia was a scary place to do business due to too much corruption.

The info shows that in 2006 Don Jr and Ivanka traveled to Moscow with Sater to represent Bayrock Group, which is a company the Trump Org uses to scout and secure financing for Trump Org licensing deals across the globe. During this trip Sater arranged Don Jr. and Ivanka to take a tour of the Kremlin through a friend who was a Russian politician at the time. They were escorted to the Kremlin in a fleet of cars and given a guided tour that took them to Putin's office. Putin was not there and Sater testified to the Senate that Ivanka asked to sit in Putin's chair to which the guards refused. But Sater said he asked on her behalf to let her sit in Putin's char and they allowed her too, and that she spun around in it twice and then they left Putin's office.

On Oct 28th 2015, the day of the 3rd Republican POTUS debate, Trump personally signed a letter of intent to build Trump Moscow and the Trump Organization made an upfront fee payment of $900,000 to a Russian company called IC Expert to be the developer. Cohen would then send an email from his Trump Org email address that day to the Developer and to Sater asking that the nature and content of the Letter of Intent for Trump Moscow not be disclosed

Senate Intel testimony shows that Sater's Spy contact that he had used to get Cohen's Visa pushed through from his passport photo's and request to do the same for Trump's passport had worked as a confidential source for US intell and law enforcement agencies for 20+ years and his name was not mentioned in the testimony as it could endanger his life. CIA officials testified to the Senate this former Russian Spy Sater had been working with was the same person who delivered to them Osama bin Laden's satellite phone numbers in 1998 and had provided the CIA with photographic evidence of North Korean officials trying to get Nuclear weapons. The CIA officials testified they had been in contact with this person who told them There is no such thing as a former Russian spy. when they had reached out to him to get more details about his relationship to Trump, Cohen, and Sater. The CIA also disclosed to the Senate Intell Committee this former Russian Spy was implicated as playing a role in the Russian election meddling and had been sanctioned

So Trump was working on a Business deal to license a Trump Tower in Moscow and sent in a 100k letter of intent. It's not like Moscow was sending him money and promising him the moon and the stars. From the article it appears Moscow wasn't that interested until he got the Republican nomination at which point it appears Trump lost interest although it appears Cohen kept pursuing it.

Cohen and Sater are some sleazy dudes.

and the letter of intent was changed from $100K to $900K the day Trump signed it

and as for the Money coming in....Internal Trump Org documents from Oct 2015 released in Sept 2017 show that Trump would receive a $4 million upfront fee for licensing his name on the building, no upfront costs, a % of the sales of the apartments in the building, and full control of marketing and design of the building..Trump personally signed the LOI on the night of the 3rd GOP POTUS debate knowing full what he was going to get in return

Sounds like a good deal to me. He had no idea he was going to get the nomination at that time. It was kind of his responsibility to run his company and try to make money and spread the name. Honestly whats wrong with a business owner trying to make more money and grow his business?

I think it just makes it seem a little fishy when Trump was so adamant about having zero business interests in Russia the entire time leading up to the election. But we already knew that wasn't true, given both his son's statements otherwise.

Potential business interest and an actual business interest are two different things. Maybe I look at it different than you. I think every one knew he had been working to set up a Trump tower in Moscow. Like any realtor will tell you it's not a deal until the final papers are signed at closing.

It has been reported through many different sources that Michael Cohen in late 2016 had sent a proposal to the Qatar Govt asking for a payment of $1 million in return for access and advice about the incoming Trump Admin. The Qatar Govt turned this down.

However, just a few days before the FBI raided Cohen's office last month Cohen held a meeting in Florida with the economy and commerce minister of Qatar Ahmed bin Jassim bin Mohammed Al Thani who is a member of the Qatar royal family. The Qatari embassy has confirmed that Cohen had asked to hold a meeting with Al Thani but would not confirm if the meeting took place. Also being reported who joined this meeting was Franklin Haney who is the owner of a currently inoperative Nuclear Power plant in Hollywood Alabama who reportedly was seeking Qatari investment into his Nuke facility

The State of Qatar released a statement saying they have never been a client of Mr. Cohen.

On top of this, last week, the New York Times reported that Jared Kushner is close to closing a deal on his indebted New York City office building via a real-estate firm that is partially owned by the Govt of Qatar

Cohen is a slime ball. I think we all knew that. Sounds like he is trying to capitalize on his relationship with Trump as president. Not very smart on his part. Don't know enough about the law to know when he is crossing a legal line with this line of money making. I am pretty sure he has both toes on the line though.

Kushner doesn't strike me as being very bright. He is lucky in the fact his father in law is the president and can commute his sentence. This Quatar mess seems to be going straight from Cohen to Kushner for a back door to the presidents ear.

Despite all that has come to light about Cohen and the investigations so the RNC has confirmed today that Michael Cohen is still the Deputy Finance Chair of the RNC.

The RNC spox said they are taking Cohen's ongoing litigation step by step but refused to comment if Cohen would be removed in the future if he faces charges
