How is this within DOJ’s purview if these acts were committed outside the US?
It is part of a strategy to make them stop doing it, by letting them know that we know what they are up to...according to the DOJ


The men, who are in Russia, are unlikely to see the inside of an American courtroom. But U.S. officials believe that preparing criminal cases like this one contributes to a deterrent strategy.
For one thing, the level of detail included in the indictment suggests that American authorities are so confident about their insight into the workings of Russia's cyber-operations that the U.S. intelligence community didn't mind revealing how much it knows.
The charges also impose at least some some theoretical inconvenience on the defendants by making it more difficult for them to travel to a country in which they could potentially be arrested on an American warrant.

This was for Russian meddling in 2017 in the French Elections and the 2018 Olympics in Japan

The indictment accuses the defendants, all alleged officers in the Russian military agency known as the GRU, in destructive attacks on Ukraine's power grid; in a hack-and-leak effort directed at the political party of French President Emmanuel Macron in the days leading up to the 2017 election; and to impede an investigation into the suspected nerve-agent poisoning of a former spy and his daughter.

The 50-page indictment, filed in federal court in Pittsburgh, focuses instead on attacks that prosecutors said were aimed at promoting Russian's own geopolitical interests. Those include cyberattacks that targeted the 2018 Winter Olympics in South Korea, where Russian athletes were banned because of a state-sponsored doping effort.

Assistant Attorney General for National Security John Demers argued the allegations prove why the U.S. should ignore a recent offer extended by Russia calling for a cyber "reset" between the two countries.

"This indictment lays bare Russia’s use of its cyber capabilities to destabilize and interfere with the domestic political and economic systems of other countries, thus providing a cold reminder of why its proposal is nothing more than dishonest rhetoric and cynical and cheap propaganda," Demers said.


So again when the Obama administration said they knew Russia was meddling in elections, they did nothing. Why?

The Obama Justice Department spent seven years in court trying to force Risen to reveal his sources in its criminal investigation of a leak. Team Obama took the case all the way to the Supreme Court.
